The Healthy Community Network (HCN)

was formed in

March 2006

as a Subcommitee of the

Wasaga Beach Town Council

Healthy Community Network Terms of Reference

Mandate
The Healthy Community Network will act as a link between Council and the citizens of Wasaga Beach and advise Council on matters relating to active and healthy living, the environment – natural, physical, social, economic – and the creation of a sustainable and healthy future for the town.

Membership
Membership of the HCN should consist of 20 members including 18 voting and 2 non voting members as follows:

• One elected member of Town Council and one senior member of the Town Planning Department who shall be non voting members
• A representative from the Simcoe Muskoka District Health Unit
• A representative from the Community Policing Committee
• A representative from the Environment Network
• A representative from the local Ontario Parks Office
• A representative from the Wasaga Beach Accessibility Advisory Committee
• A representative from local business nominated by the Chamber of Commerce
• Two youth representatives
• Ten local residents

At least one member should be selected for his/her ability to bring a regional perspective to the Network’s deliberations.

Note: Senior members of staff from other departments may participate as members of HCN depending on the issue under discussion.

Network Organization

• The HCN shall report to Council through the Development Committee.
• As an advisory committee to Council, the HCN shall make itself aware of the policies, procedures and decisions of Council which relate to the HCN’s mandate and ensure that its decisions and activities are consistent therewith unless previously endorsed by Development Committee and Council.
• The HCN shall prepare an annual report of its current activities and goals for the subsequent year which will be presented to Development Committee no later than the last meeting of Development Committee in the current year.
• Minutes of each HCN meeting shall be maintained and submitted to Council, through Development Committee, on a monthly basis. In addition, the HCN Chair shall keep Development Committee apprised of its activities at periodic intervals throughout the year.
• At its first meeting, the HCN shall elect a chair, vice chair and recording secretary.
• The term of office of the chair shall be no longer than 3 years unless extended by consensus of the Network.
• The HCN shall meet on the 3rd Thursday of each month and at such other times as may be necessary to conduct the business of the Network.

Participation
HCN members are expected to:

• Attend at least two-thirds of all regular meetings, arrive prepared and on time.
• Provide input to meetings in advance if unable to attend.
• Focus on the issues not personal feelings and / or positions.
• Support decisions made by the HCN through due process and communicate the Network’s position to the public if required.
• Honour confidentiality.
